To lead community consultation process as to the feasibility of the academic libraries of Hong Kong joining together to provide accommodation for low use but still required hard copy materials for their long term preservation and access

To document an agreed business plan including agreed governance and likely probable cost for such a facility

To advise on space use at each university library as a precursor to likely space efficiencies gained by the provision of a joint use faculty

To document a costing concept of a purpose built high density climate controlled preservation facility that meets  needs
